Hey Alex,
I'm not Devin but I thought I'd take the time to answer your question.
I've done many inductions and unit elections before and there isn't an age
limit on when someone can be inducted. They just have to meet the basic
requirements. Usually the scoutmaster will ask you whether or not a young
scout that has been voted in should continue the process, I always tell
them that if the scoutmaster feels the scout is mature enough and ready
for the experience and benefit they'd recieve from the Order then he can
approve them. If he doesn't ask then maybe you should mention it to him
but don't say he should not be in the order. A good quote I found in the
guide to inductions about eligibility is:
"The candidates election presents him the opportunity to renew and deepen
his commitment to scoutings values and principles. The lodge can not take
that opportunity away. The candidate has already recieved the final
approval to accept membership into the Order of the Arrow by the scouts in
his troop or team."
So if an election is done properly then the scouts choices would reflect
whether the young scout was able to take on this opportunity.
Even though there is no age limit by nationals, some troops put an age
limit on who they choose to be inducted. Not only do the candidates have
to meet the basic requirements but they also have to meet the troop age
requirment as well. Most troops make the age limit 14 so it is an honor
for the older scouts.
